Detailed instruction for proposal

ATM schools - General Instructions

  • A detailed proposals is to be received 8 months in advance from the organisers with:
    • Name of the ATM School

    • Title of the programme

    • Address of the venue

    • Period of the programme (date)

    • Names of the organisers with their status, affiliation, full address and contact numbers.

    • Names of the confirmed speakers & tutors with their affiliation

    • Detailed syllabus and the topics to be covered by each speaker

    • Tentative time table.

    • (Each speaker is to give at least 6 lectures and conduct 2 tutorial sessions).

  • Sessions/Lectures/Tutorials
    • Total contact hours per day : 5 hours

    • Total hour of lectures: 3 hours

    • Total hour of tutorial session : 2 hours

  • Participants
    • No. of outstation participants : 30

    • No. of wait listed candidates : 10 – 15

    • No. of local participants : 10 - 20

  • Budget

    • Honorarium to organiser : Rs.10,000/- for first week and thereafter Rs.500/- per day (after the first week) subject to a maxium of 2 organisers per programme. In case of more than 2 organisers in a programme, they will share the honorarium of two.

    • Honorarium to speakers : Rs. 1500/- per hour.

    • Honorarium to tutors : Rs. 750/- per hour per person subject to a maximum of 3 tutors per session.

    • Honorarium to support Staff : Rs.1,000/- per working day irrespective of the total number of staff.

    • Travel cost to the speakers : Economy by Air India flight. The organisers are requested to book the air tickets for the speakers at least 60 days in advance so as to get the air ticket at discounted rates. NCM will transfer the fund to the host institutes 3 months in advance.

    • Travel cost to the tutors : AC 2 tier railway fare.

    • Accommodation cost : Free accommodation in the Guest House of the host institutes for the resource persons and participants.

    • Food for outstation persons : Breakfast, lunch, 2 time tea/snacks and dinner during the entire days of the programme and one day before the programme and one day after the programme.

    • Food for the local participants : Lunch and 2 times tea/snacks (only for the working days). They are not eligible for it during the holidays and Sundays.

    • No overhead charges to the host institutes.

    • No reimbursement of travel cost to the participants

    • There is no provision for distribution of note books, text books, pen, bags, etc. in the ATM schools.

  • Scrutiny
    • After receipt of the proposals from the organisers, it has to be scrutinized according to the above guidelines.

    • If the proposal is not in line with the NCM guidelines,The organisers/proposer will need to send a revised proposal, adhering to the NCM guidelines.
    • After the proposal is finally approved by the Head, NCM, it has to be conveyed to the organisers.

  • Approved Schools
    • The approved academic plan has to be sent to the webmaster to upload it on the NCM website.

    • The academic details should be uploaded on the NCM website 7 months prior to the programme.

    • The closing date for receiving online applications for all the schools should be 4 and half months before the programme begins.

    • As soon as the closing date of the online application is over, the webmaster will send a consolidated list of all the applications to the organisers. This should be 4 and half months prior to the programme.

  • List of Selected Applicants
    • Within 15 days from the date of receipt consolidated list of applications by the organisers, select at least 30 eligible and a few wait listed candidates from the list sent by the webmaster

    • A final list (30 selected candidates + 10/15 wait listed candidates) will be sent to the webmaster to upload it on the NCM website.

      • This should be done 4 months in advance.

    • The final list should be uploaded on the NCM website 4 months prior to the programme.

      • This is to help the participants to book the train tickets well in advance. Railway booking opens 4 months in advance.

    • Organisers will send the invitation letters to the selected participants with a request to confirm their participation within 7 days from the date of receipt of invitation letter.
      • If no confirmation is received from the selected candidates within 7 days, the chance will be given to the candidates on the wait list.

  • Fund for the school

    • For the purpose of fund transfer, NCM will request the organisers to register their institute at IIT Bombay’s online vendor registration portal, without which accounts section cannot transfer the money to the bank account of the host institute.
  • Post completion of programme

    • Within one month after completion of the programme, the organisers are requested to send the actual academic report and financial report to NCM.
    • The actual academic report will have the following details in it: 

      • Names of the speakers with their affiliation.  

      • Topics covered by the speakers   

      • Name of the tutors with their affililiation   

      • Actual time-table that was followed during the programme   

      • List of participants with their status and affiliation.

    • The financial report will have the following details: 

      • Utilisation Certificate in Form GFR 19

      • Statement of expenditure.

  • Archive of the programe

    • Webmaster will store the actual academic report in the archives after receiving it from the organisers as soon as the programme is over.
